In The Baptist Faith and Message Section VI. The Church, it states “[the church’s] scriptural officers are pastors and deacons.”  Based on my research this is not the church officers shown in Scripture.

Poimen is only translated “pastor” in Eph 4:11 (KJV & NKJV), where it is included in a list of people given to equip the saints (including apostles, prophets, evangelists and teachers).  Everywhere else poimen is translated “shepherd”.  When translated shepherd, poimen is either a job description outside of the church (Mt 9:36, Lk 2:8) or it is used to describe Jesus (Jn 10:11, Heb 13:20 & 1 Pe 2:25).

On the other hand, episkopos (translated overseer or bishop) and presbyteros (translated elder) are used repeatedly as officers in the church.  In Acts 20:17 Paul calls for the elders of the church in Ephesus, then in v28 says they have been made overseers of their church (both episkopos).  When Paul wrote to the church in Philippi, he wrote to the saints, bishops (episkopos) and deacons there.  No mention of a pastor.  All through the gospels and Acts the elders (presbyteros) are referred to as leaders in the temple worship in Israel (Mt 15:2, 21:23, 26:57, Mk 11:27, 14:43, 15:1, Lk 20:1, Ac 4:5-8, 6:12).  There are numerous instances in the book of Acts of elders being leaders in the early church  (11:30, 14:23, 15:2-6, 15:23, 16:4, 20:17).  Paul tells Timothy that “elders who rule” should be doubly honored (1 Ti 5:17) and he tells Titus that he should set in things order that are lacking, including the appointing of elders (plural) in every city (Tt 1:5).  James tells us that if we are sick we should call for the elders (plural) of the church (Jas 5:14) and Peter exhorts the elders of the church shepherd the flock by serving as overseers (1 Pet 5:1-2).

What I have seen in many churches, while they have the biblical role of Deacon (diakonos), often that position is more of an assistant to the pastor (assisting in spiritual needs of the congregation, plans of salvation and to conduct services & meetings in the absence of the pastor) rather than serving the physical needs of the church to free the elders to focus on prayer and ministry of The Word, (Acts 6:2-4).

Based on this research, I believe the Scriptural offices of a church are Elders/Overseers and Deacons.  Elders/Overseers are a group of experienced men (1 Tim 3:6) with the responsibility to shepherd the flock, under the rule of the Great Shepherd Jesus Christ.  Elders/Overseers fulfill their responsibility through the preaching and teaching of the Word, (1 Tim 3:2) and caring for the flock by providing guidance by applying the Word of God to their lives (1 Tim 3:5).  Deacons are men whose primary responsibility is to serve the congregation in such a way as to allow the Elders to focus on prayer and the ministry of the word (Acts 6:2-4).  In addition to the serving of tables described in Acts 6:2-4, Deacons should help the flock care for widows, orphans & the needy (Acts 6:1) and to husband the churches physical resources in a way that glorifies God.
